I am a legal resident alien and been here in california for 30 years, not an american citizen yet, how long will it take to petition my husband who is currently in the philippines right now? should I become a citizen first before I petition him? i'm not a citizen due to some property I want to purchase in the philippines for retirement? how bout if I become a dual citizen? Please advise? I just got married last month, nov 2009
