Hi!

I am a naturalized US citizen and right now in the process of petitioning my mother to bring her to US. In addition I would like apply for Charity care medical program for myself (I am eligible according the income limit).
The question is:
Can it influence somehow the petition process and they can refuse to let Mother come here? Does the Charity care program belong to "public charge" category?
