What is the name of your state? Pa

I filed a PFA against my ex for myself and me kids. At the same time in a different county he filed a custody claim. The PFA has been continued due to the pending custody case, in the PFA the kids are protected parties and supervised visits were to take place. The custody Judge then went and ordered longer visits, this time over night, with no supervision. My question is if the kids still reside as protected parties under the PFA can another Judge(not the one dealing with the pfa) then go and change it so the kids have unsupervised visits?

What county should this all be handled in?
Did he or you file in a different county?
PA has a one judge theory.
One judge is supposed to handle everything.

What happened was I moved away from him due to his violent acts back to my parents that way myself and the kids would feel safer. He filed the custody where we use to live as I couldn't because I would have had to reside in the county I moved to for 6 months and since I had just moved there I couldnt file. But I was able to file for the PFA in the county I moved to. He had actually filed first but I didnt know it till the PFA was filed so it is all a bit confusing.
