Pigeon bath

About 2 months ago I had lifted a little bath mat sized rug to dry on a chair. There was snow & ice melting from this balcony as well as upstairs & a pool of water formed. I had never noticed the holes before. Later a maintainence guy came & looked at my balcony, he said the person downstairs complained of water draining down.
Now after the recent rains I've got a pigeon bath out there.
Appearantly they plugged up the hole/s.
That's got to be a no no, isnt it?
I was going to plunger or coat hanger them but dont want to piss off the people downstairs or give the mismanagement here something to contact me for.
Should I just give it the ol ream job next time it rains or am I asking for trouble?
(This mismanagement dosent get back to me about any complaints Ive had in the past, only to write me once stating rugs on balconies are against the rules)

Your solution depends on your Association's CCR&R (Covenants, etc.) and how they define limited common elements. A balcony is generally considered a limited common element and it is up to the owner to maintain.

In any case it is not good to have water standing and chances are there may be rot in balcony.
