The woman whos car I was pushed underneath while stopped, has offered to settle for my insurance limit, my insurance company did not accept that offer, If my attorney loses this case am I still liable for the excess amount they were first and now still asking.

Yes, but that won't happen. Very rare. It will keep going back and forth, and she will settle for some amount within your limit.

The insurance company lawyer is acting on your behalf -- so it WILL be settled to your benefit so you do not have out of pocket expenses.
