Confused in Oregon

A few years ago, a neighbor moved into our subdivision (outside city limits and in Oregon). There are three houses on our street and his is one of them. Our driveways intersect with each other. Is it legal for this neighbor to run a flower business, with hours posted (he has an open and closed sign posted)and post "Flower Sale" sign all over the neighborhood(on road, street, and stop signs)? Is this legal?
We have lived here for several years and all the traffic he generates is not safe for the people who live here. The streets in our subdivision are very narrow. I have had to wait to get into my own driveway.
Please don't tell me to talk to this neighbor about this because he is beyond approach, in the past he has proven himself to be a little off. It's bad enough that he wakes everyone up at 11:10 pm every night roaring his truck on his way to work, but this is ridiculous. Any suggestions?

Contact your local government; either the county or city Planning and Zoning Department, your county commissioner or city councilperson. If there is a violation, they should be the ones responsible for enforcement.

Specifically, check the zoning laws on home occupations and cottage industries for his zoning designation. Usually, a cottage industry requires a conditional use permit issued after a hearing, & a home industry has significant restrictions on the amount of traffic the house can generate, hours of operation, signs, etc. File a complaint with the zoning board if you think he's violating anything.
