Possibly you did not get an answer to your question because it is not a matter of intellectul property (copyright). There is no copyright on government documents.

The problem is whether it is against federal law or regulations to copy the official documents.

Frankly, I don't think any of our bulletin boards cover such a question. You might contact the FAA about it.
