What is the name of your state? Florida

It was suggested that I post in this forum for some help. I have a thread in another forum but it's too complicated to repost here. I hope you understand if I post the link to it instead:

My 2 basic recent questions are:

1. I know I should get a consult with an attorney, but I don't know which area of law that a non-tax federal debt would fall under. So I'm hoping that someone can tell me what type of attorney to see.

2. I posted a copy of part of the US code relating to federal debt collection and I'm hoping that someone can tell me if I'm going in the right direction with it.

I'm sorry that I'm asking everyone to go to extra trouble by going to my other thread, but I hope that somene can help even though I'm being a PITA. Thank you.
