why cant NOBODY help me? please give some advice

Here is my complicated problem:
I have been suffering for 8 months because of my ex landlady..
I rented her apartment on march 2006, before signing month to month agreement neither her nor real estate broker mentioned that she would have any construction job in her apartment where she lives.
Two weeks after we moved in second floor of her private house,she started major construction in her first floor apartment where she was living..
My boyfriend and me stayed there 5 months in disturbing dust and noise and paid full amount of rent always on time, but finally we moved out in august where we couldnt take it anymore..Even though She gave us hard time when it comes to returning security deposit ,eventually we got it.
We have beeen staying in a bedroom of friend"s house like gipsy people for 3 months and looking for a new apartment every day with no luck..
I found couple of apartments that I like on september,we provide all documentations to landlords, including ex landlandy's name and phone numbers as reference person ..I ve never expected that she would say anything negative about us,Since we paid rent always on time and have never done anything wrong..but unfortunately ,while potential landlors called her as previous landlord of mine, she bad-mouthed me , and accused me of calling city inspectors over her (which I never done..) She posed me as troublemaker to the landlords and ofcourse I couldn"t get the apartments because of negative comments of her about me..( real estate broker and landlords told us all the comments she made about me)
I am really so upset for loosing apartments over her lies..
Also I was expecting a $360 check from Con edison for the food spoilage caused by power outrage in july..
After 3 months of waiting I contacted con edison law department to ask about my check.. and I found out that they had already send my check two times to my previous address, than they received two letters of mine with signature says that "there was no outrage so I wont be claiming any check"
Con edison faxed me those letters in which someone forged my signature...
Signature is nothing like my own signature..
I believe that my ex landlord is the one who opened my mails and wrote those letters, forged my signature and impersonated me..
she made my life miserable for months..I am tired of troubles she still makes..
Tonight I confronted to her to say that I would take a legal action against her for stealing my mail, forgering my signature and all the troubles she caused for months..
Ofcourse she denied any involment and told me to do What ever I could since there was no proof shows that she had done it..
so dissapointed in fact that she is going to get away with this..
Even though I know Con edison did send my checks to her house address and someone from that house possibly opened my mails and forged my signature, I am not sure about the possible chance of winnig this case ...
I want to sue her and all the people who live in her house for potential suspects..and put them all on lie dedector..
Please help me ,I really dont know where to complain or which way to go or where to start..
ANY ADVICE or HELP WILL BE APPRECIATED...
