Texas is the state I live in.

I know someone who skipped bail on a misdemeanor. This was not his first arrest. The arrest that he skipped out on was back in 1998. I want to know if there is a statute of limitations on his arrest (Theft equal or less than 500$) I want to know what will happen if I turn him in?

The statute of limitations limit how long the state can take to charge someone. Once someone has been charged with a crime, the charges do not get dropped no matter how long they manage to elude capture. Before turning him in, I hope you contemplate whether you are doing it out for some beneficial purpose or out of revenge.
