Currently building a modular home in Michigan. Builder gave me a plumbing allowance of $ 2,500.00 in contract to complete all plumbing. I realize that I am responsible for any costs above the $ 2,500 . We are at the last 2 weeks of construction and I still don't have any plumbing because he says it's hard to find a plumber. I told him to use the Yellow Pages and he replied that they are mostly licensed plumbers and it would cost about double the allowance. He wants to use a non-licensed plumber because that is what the allowance is based on and as long as the plumbing passes inspection it doesn't matter. However my contract states that plumber must be licensed .
If I make him use a licensed plumber , am I responsible for the outstanding balance ? How can you base an allowance on something other than what is clearly defined in your contract ?

Thanx in advance for any info !
