Plumbing damage

What is the name of your state? CA

I'm a renter.
Wondering who pays for the damages caused by poor plumbing.
I was told by my apartment manager that renter insurance needs to cover that. I don't have renter insurance.
In my case, I have been complaining (verbal, written note) about the plumbing problems quite a few times before this happened. The apartment manager refused to even clean up the mess.
Please advice me.

Ok, please tell us more. What was the problem and did it occur in your unit? What was damaged, did you notify your landlord and do you have renter's insurance?
