What is the name of your state (only U.S. law)? AZ
If a person has mutiple bank accounts can that person designate POA (or DPOA) to someone just for 1 of the banks or would the POA (DPOA) mean all banks?

A POA can be as limited in scope or as broad in scope as a person wants it to be. You cannot use a pre-printed POA form for something very limited in scope however. You have to write up your own.

Also it would behoove you to talk to the banks and find out what they except to see. A power of attorney ALLOWS you to act but doesn't REQUIRE anybody to take your action for another.

The account owner could also make another person what is usually called a "convenience user" for just that account. Check with the bank.
