Popular art community ignoring my DMC Notice

What is the name of your state (only U.S. law)? MO

I've owned a subscriber-based clipart site since 2004. All of the clipart is my work, and I own the copyright to it. I recently learned that a subscriber uploaded several of my images to a popular online artist community for others to download and use without my permission and in violation of my copyright. One of my images alone has been downloaded over 8,000 times, resulting in a huge financial loss for me.

I emailed a DMC notice to the site on September 24. They ignored it. I've since sent them four more notices, complete with my digital signature. The most recent was today. I believe they're purposely ignoring me, and I can't figure out why. Meanwhile, people are still downloading and using my work.

What can I do to make the site owner take some action? I can't afford an attorney. My business hasn't been doing well due to the poor economy and my husband recently lost his job.

Email will not necessarily protect your rights. You should have snail mailed your takedown notice to the designated agent.
If you've done that, you can sue the site. Takedown or not, you can sue the person who copied your work to that site.
 
Thanks for the suggestions. I'll send them a snail mail notice this week. I doubt the person who stole my work has anything of value, but the art community is one of the biggest online, so a lawsuit might be worth pursuing.
