I am leaving out some of the details (what university i go to and what state) of this because I don't want to jeopardize my case if I have one. Since FERPA is a federal act, I don't think what state I live in should have any bearing on this. Basically I received an email from one of my friends tonight that listed all of my information from when I applied to the university including name, addresses, phone numbers, test scores and grades. This information can be obtained relatively easily with just a name, DOB and zip code on their website. I feel that this is a violation of my privacy and I am wondering what to do. Any information would help.

Name, address, telephone number, date and place of birth, honors and awards, and dates of attendance are typically considered directory information are are not normally covered.

Here's a website:
http://www.ed.gov/policy/gen/guid/fpco/ferpa/index.html
http://www.ed.gov/policy/gen/guid/fpco/ferpa/parents.html (includes timelines)

and a phone number:
(202) 260-3887

Since they did not release the information, instead your complaint is about securing what you believe to be FEERPA related records, I would be curious as to their response. I wonder if your friend could get into trouble for accessing information that he should not have been accessing????
