What is the name of your state?
New York

My father a citizen of Indianapolis resides in Trinidad and Tobago. My mother who resieds in New York owns a house in Trinidad and when she left she gave my father Power of Attorney. My question is can he sell the house and if he passes what happens to the house. If she passes what happens to the house. My mother wants me to have the house however she can't change over the name w/o a free until the house is completely paid for. It would be paid for when i am 25 (in 4 yrs). My father is 73 and mom is 61 and I do not have such a good relationsihp with my father. I just want to make sure that no matter what happens to my mother I would be able to get the house and if she has to write a will. Is it possible for her to just write it up on a piece of paper because she does not have the money now to do that.

Please also explain what it means when someone has the power of attorney over something. What do you recommend I do in order to assure that I get this house.

No you cannot just write it on a piece of paper. If she can't afford it then you need to pay for her lawyer.
