Can I as a defendent present a written settlement to the plaintiff?
Or do I have to wait until court? I would like to avoid court.

If the plaintiff accepts the settlement, what is my responsibility in informing the court, or is it up to them?

You have every right to settle the matter out of Court and should.
If you reach a mutual agreement, either document same and go to Court and let them know or have the Plaintiff file a dismissal prior to the trial.
