About six months ago I left a job. I was frustrated about a couple things and this was made apparant to an OPS manager in the company. We had a talk, and before I could really express why I was frustrated she recommended that I "voluntarily terminate my employment" so that I could leave on 'good terms' and come back later. I took her advice.

I recently decided that I would like to come back to the company, as I havn't been able to get employment anywhere else. I went in and put in an app. and they said that I would have to wait for this to be ran by OPS before it can be approved (because I had worked there for 2 years prior to this)

I waited a couple days for the reply. Finally I called back and the secretery informed me that OPS would not be pursuing my employment because it's documented that I left because I was "tired of being on the phones"

It appears that the person I talked to said one thing to me and documented another. I am concerned that the reason I havn't been able to get another job is because this documentation is allowing for poor references.

Any advice?

I'm a Northern Girl
An employer is allowed to give their honest evaluation and/or opinion. Poor references are not, in themselves, illegal.

One question; are you not getting called for interviews or are you getting interviewed and then not getting the job? It makes a BIG difference.
