i live in ohio, i leased a car from chase manhatten bank, new york in 1997, i bought out the contract in 2000, they quoted a price i paid the price i have a clear title, now the say they applied a payment of $209.00 to me that was not my check and they want their $209.00. Can they do this?

You have clear title. IT is too late for them to collect. IF they attempt, you contact the better business bureau. Let them know about unilateral mistake. -- their mistake, without your knowledge of the mistake, is their mistake. They must pay for it. You already have clear title, so in the eyes of the law, you don't owe ANYTHING.
