What is the name of your state?

My dad was diagnose with stage (5) prostate cancer in 1995 and died in 2001.
when my dad started having problems urinating he sought treatment and was
diagnosed with stage (5) prostate cancer.
Naturally the death of father was quite tramatic for my family. We have since
excepted and mourned his passing.
Since the passing of my father our family have sinced questioned the quality
of health care provided long before the cancer prognosis.
During a routine physical my fathers primary care doctor discovered some
abnormalities in the lab test results.
My dad was told by his primary care doctor that the results were negative
and that whatever was detected in the lab test was nothing serious.
We now feel that this doctors degligence prevented my father from recieving
early detection and treatment that could of saved his life.
Is it the responsibilty of a primary doctor to refer a patient to a specialist
when he is unsure regarding any test results that could be an indicator of
