priority of leins and medicare issue

What is the name of your state (only U.S. law)? New Jersey

My mom has a manufacturered home in FL of which she purchased a co op share in 2006. Her children loaned her 40K for the share. Moms own equity in the home only equals about 10K.
Mom is now in assisted living in NJ. By the end of the year, she will run out of money and will have to go on medicaid. The home has been up for sale for 1 1/2 years with no bites at all. right now, all the homes property taxes and the association fees are paid up to date. But when she is out of money, she will not be able to pay the taxes and the association fees. I am sure that the homeowners association will file a lein for the unpaid fees and the twp will file a lein for unpaid property taxes.
My question is this. Will the homeowners association lein and the twp tax lein trump the lein that the children have for the money loaned to mom? The kids registered the debt with the township in FL in 2007. Or will the kids be paid from the proceeds first since thier lein was first.
Also what impact will medicaid be on the home.
