Is a prisoner in the state of Indiana allowed to donate a sperm sample to a sperm bank? Where would I go to research this? Thanks for any help.

Ask the sperm bank and the prison warden. Why would you want to perpetuate the DNA of someone who wasn't bright enough to avoid getting caught?

This is not legal advice and you are not my client. Double check everything with your own attorney and your state's laws.

My response:

You may, or may not, be surprised at how many requests are made, each year, for sperm samples from Charles Manson. For some reason, a certain "element" of society are attracted to this sort of disease. Can you imagine having the prospect of Charles Manson rising again? Of course, each request, thankfully, has been denied.
