Can a person representing him or herself as an ad litem to a competent over 21 year old person when that person has not ever been appointed by court to the the over 21 year old? Can an ad litem seek information from public utilities services such as past dues and can the ad litem person stop someone from obtaining services from utilities services for a household because he or she represented him or herself falsely as the ad litem for the person seeking a service? Isn't there a privacy act, giving out information to someone who is not on an account?

The law commonly referred to as the "Privacy Act" is a law regarding data maintained by the Federal government on individuals in the US (and your rights to see it and to prevent its disclosure).

NC has a financial privacy act but that applies only to financial institutions disclosing things to government agencies.

There's not anything that particularly bars utilities from disclosing bills to third parties as near as I know.
