What is the name of your state? Indiana
I have a website and I need to construct privacy policy, terms of service, code of conduct, user agreement, etc. statements.

Are there boilerplate type documents that will fill this need?
Is there anything that prevents me from constructing them myself?
I seem to remember reading about a person that used existing statements from several websites as a guideline to create her own. That sounds doable, however, I fail to see the downsides. Any thoughts or advice would be deeply appreciated.

The TOS you are probably looking for tend to be pretty consistent, so if you can find a basic template online of which the author is willing to allow you to use, go for it.
