Probate Court is no answer - just more questions

Ohio land - I was trying to keep this brief, but: Been to probate - they are the cause of all the confusion. Land was given to mother by father when he deserted. Deed was in her name. She died first.Probate told family the amount was too small to go to probate (40 yrs ago). Now that they want to sell itprobate said it belonged to father (who is of course
dead). Reverts to children (including children of
his 2nd wife). Now we're back to square one. No one
knows wife - (they know she's deceased) or her
children. Probate says they can't sell or somehow
must include the people they have no knowledge of.
To compound problem there is no record of divorce or
remarriage. We've checked Cincinnati and Indianapolis
where father relocted to.
