Probate or Admin Law Atty to Handle?

Mother passed away on 04
I contacted CalPers and was told I had to wait until Probate was over to collect the balance of parents retirement which is appx $15,000.
My aunt was executor of mother's estate and resided in Oregon.
Aunt suddenly dies 3/05.
Probate concludes 7/06.
I contact CalPERS and am told a check was sent to Oregon 11/05 and the case is closed and the analyst hangs up on me.
I am the sole beneficiary and have the paperwork to show that and it is stated in mother's will.
I have contacted my cousins numerous times re: the check and they will not return calls or emails.
Do I need a Probate Atty or Admin Law Atty?
