Problem with management at mobile home park

my mother in law has been having problems with management at her mobile home park. She has 2 small dogs and under the terms of the lease she is not allowed to. However, when she entered the park several years ago, she was told that it was ok. There are many, many, residents in the mobile home park which also have 2 or more pets much larger than hers. The manager of the park has told her she has to sell her mobile home and move because she has 2 dogs and has decided he doesn't like it. I feel as if this is discrimination. He has yelled at her using some very nasty language and threatened to tow her mobile home. She has never been late on a payment or had any other problem. She is elderly and is intimidated by the manager. I told her I believe he has no basis for eviction...is this correct? We were going to write a letter to ownership to complain, but are unable to find the owners(s)names because it is listed as a "living trust". What steps should we take to keep this "manager" from harrassing her? I would highly appreciate any advice you can offer! Thanks!
