proof of loss to sign or not

What is the name of your state? I live in New York Was ready to sign proof of loss,just waiting for chimney liner price,adjuster sent new proof 10,000.00 less argues we don't need mitigation (drying) anymore. Can I just sign the old proof which is more money and send it back? What is the name of your state?
