What is the lawful procedure in the state of OR for landlord to gain access to property that is occupied by tenants, and said tenants will not acknowledge landlords request to do so? Request for entry is for inspection purposes only.

You have to check OR law. Check what are the circumstances under which landlord can enter unit. In California, he cannot enter for purpose of inspection without consent of tenant.
