Can anyone file a lien against a property for a debt owed? or do you need to have a court judgment?

Also, can anyone recommend a source that will outline the process of filing a property lien.

Only people who have financed the property or who have worked on the property/provided material for a remodel can file liens without getting a court judgment first. (i.e., the mortgage and mechanic's/materialman's liens)

I can't help you with a source because lien laws are a state creation and you didn't list your state. If you're in Washington, read Title 60 (Liens) of the RCWs. You might try going to the findlaw site for your state, and searching the statutes/code for "lien". This will give you many hits!
