I live in Burbank, CA & bought my house 2 years ago in July. I have a neighbor who constantly complains about everything, cars, dogs moving dishes, everything. They have a cinder wall down the property line, which was there when we bought the house. However, at our garage the wall stops and goes over to the wall of the garage and then starts again at the end of the garage. We have painted the house and want to paint the garage, but do not want to have to go on her "side" everytime we need to do things on our property. Can we ask her to finish her wall down the property line so we can have acess to our property on that side of the line, and what are the statues time wise for us to make the request and her to comply?

You can ask her to continue the wall and do anything else and she can also refuse. The law allows you easement on her property for repair and maintenance purposes.
