Property Replacement for Theft

I am in a claims dispute with State Farm in reference to personal property that was stolen from my garage. They first tried to claim it was for business purposes because it was used when my husband used to race cars for a hobby, but he did win money, but at the (time of loss) which is what they go off of, it was not because he has not raced for two years. I got that changed to personal property and then they wanted proof of ownership. I did not have any receipts because they are 5 to 7 years old and were snap-on and craftsman tools, so figured didn't need receipt. Anyway, the claim was for ($9,257) less a $1000 deductible and they are wanting to pay me, $3697. They are depreciating the tools, which I was told hand tools don't depreciate, but was wondering if anyone had ever experienced anything like this and what they did. I feel like I am being cheated, and was just wondering what anyone else would do.

Homeowner's ins. policies usually pay cash value after deducting depreciation unless you buy the replacement cost option at extra cost.
