confused: What is the name of your state?Maryland
My employer is considering changing it's vacation policy. From the company inception, policy has always been that unused vacation has rolled over to the following year. They now want to change the policy to "use it or lose it". The problem is that they want to wipe out the hours the employees have accumulated up to this point and start everyone with 0. Can they make this new policy retroactive like this?

Yes they can. Maryland has no restrictions about the structure of vacation plans. It's unfair, IMHO, if they don't give you adequate time to work it off, but it's not illegal, at least that I could find in the statutes.
