Daytona 500 Race. While flying over head in a Plane carring a banner for advertising purposes, can we video or webcam the race below and put it on the internet real-time?

Not likely since the organizer of that race, through association with NASCAR, has granted transmission rights to other organizations. Whether that organization has also been granted Internet transmission rights and has chosen not to utilize them is unknown. You will have to speak to representatives of NASCAR to secure the proper authority.
