Can someone tell me if information posted on a public bulletin board or discussion forum is in the public domain? For example, the information posted carried no restrictions and was given as free advise with example code to help people protect some publicly available software (other people contributed to get the code working). The originator now wishes to place restrictions. Can they do this?

Yes they can. Just because the information is on the internet does not automatically make it public domain. True the public can access the info but there are clear limitations as to what information is considered public domain and what information appears to be public domain but it actually is for the public but copyrighted. As such, the information, discussion forum, BB, chat room etc. can be modified, deleted and taken off the internet at any time.
I suggest you read the website user information and disclaimer. Also as homework read the freeadvice one also.
