For late rent, (not even 30 days late) I was served paper to go to court, but I paid any and all moneys due before court date, and it was taken to court anyway, was dismissed and places on public record anyway.
Is it by law that it has to stay as on public record and if so or not, can it be?

I don't know anything at all about MO law, but I will bet that it stays on your public record, as it should.
