Purchase From Ebay Seller

What is the name of your state (only U.S. law)? Washington, DC

I purchased a credit card terminal from a seller that listed the item on ebay. However the seller was suppose to return the terminal and not resale the item I've contacted the seller and ebay. The seller is not cooperating and ebay isn't helping. What can I do?

You can not retain the terminal from the rightful owner.
You can attempt to reclaim the money you paid the seller.
