at one of the site online, my friend was able to add Gift certificates($25) to the shopping cart just for the shipping costs. he got more of them repitetively until they shopped shipping them one day. is it a fraud and will they get back to him. is he liable for anything. Advice please.

Your long sentence isn't very clear. This person, to my understanding, order gift cards. He received gift cards. You think he may be in trouble. Did the cards have any value on them? Were they blank until you had money put on them? Where is the problem?
