Purchase of unpaid for property by couple breaking up

So my sister in law and ex boyfriend live together he bought a washer through Aaron's (not paid off yet) and some furniture (not paid off yet) he is wanting to move out but has no car so she said she would give him $1300 for a down payment on this used car as long as he leaves the washer and furniture when he moves. He says he will continue to make the payments for her after he leaves but I highly doubt he will since he is unemployed. He has said he will write out a bill of sale saying these agreements. But I told her the items are not legally his since they are not fully paid off he can not legally sell them to her so the bill of sale will mean nothing right? So if he quits paying and they repossess the items she will be out $1300 bc they will not be legally hers. Am I right or wrong?
