YOU were charged by the car dealer a title transfer fee ? I would suggest going back to the DMV and learning if you can get the name of the registered owner from them then suing in small claims court for refund and to have your finance contract paid off / canceled terminated so you have NO penalty as long as you return the car , you can tell the court you paid for a title transfer and it appears that the dealer didn't have clear title , that they continued to give you temporary tags which aren't working for getting current tags since the DMV says the vehicle is registered to someone else and your not able to drive it. Ill lay odds that they didn't have clear title to start with or are very far behind with transfers and actually owe the state a lot of money in transfer fees they collected but got behind on with paying them to the state. ( up here Denny Hecker had the same problem and the VW we had bought from them they too delayed transferring it as one of the many problems they had that came to light later on was being behind on payments to the state since they were using that money for other things )
