What is the name of your state? Michigan

I used to work in the Michigan State Police Academy. One day, I was in the bathroom and I found a defensive tactics manual in the trash. The manual was created by the officers who were giving the training at the academy.

Would it be legal to make copies of the manual and sell them online?

If the book was produced by a state government worker on state time for a state government purpose does that person own the copyright? That is my question.
 
Isn't there a © Copyright indication on the actual book? Even without it though, you would need written permission or face a lawsuit seeking everything you might make off of them, and then all your time would have been wasted.
