To reinforce what Q says, a private investigator can't legally do anything any other citizen can do other than offer investigative services to the others.

...it is not a coincidence that a PI's wallet and ID cards along with his PI license was found in the truck after all that has happened. This wasn't a random act.
You have no way to be certain of that.

It could very easily be a coincidence. A person can easily look in the bed of a pickup truck without crawling around inside of it.

I am afraid that there is little to show other than suspicions that the investigator has violated any laws.

But at least there is an indication that the husband is being investigated. With that knowledge, the husband can avoid any acts or actions that might make him more vulnerable to a legal action against him.

And perhaps the husband will now know the importance of locking doors to one's residence. Finding a pile of rocks in one's home is unsettling - but it could have been far worse.

Let's count the ways that wallet could have gotten into the back of that truck.
1. A PI was climbing in the truck looking for clues, dropped his wallet and failed to notice it among the clues in an empty pickup bed.
2. Whilst at Walmart, a PI was beaten to death by an irate husband. The body was loaded into the trunk and just before driving off, the murderer saw the wallet, picked up and tossed it into the back of truck next to him. The location and cause of death can change in infinite combinations.
3. While hang gliding, to get some racy photos of a subject sunbathing in the back yard in January with the pool boy, the PI's wallet fell out of his pocket. He posted a reward on craigslist. Opps.
4. While making a cash contribution to a homeless wanderer, the PI was struck by the awesomeness of the Lord and threw his hands in the air with mighty hallelujah. He doesn't care about the wallet. Take what you need.
5. Hubby saw the PI watching the people next door because they are suspects in a parental abduction case, but Hubby is paranoid and assumed the PI was there for him, so he killed him and disposed of the body but forgot the wallet and had to come up with a plausible story.

Wouldn't a drone be more effective?

7. Hubby is having an affair with the PI, and got a little too frisky in the back of the truck.
