What is the name of your state (only U.S. law)? California
Can a person who has POA for someone who is terminally ill make an amendment to the living trust when that someone becomes incapacitated that changes everything in the trust? (FYI, this has nothing to do with the questions I asked a few months ago regarding a different estate question. This query is for my roommate whose mother recently passed). :)

Does the POA specifically allow the agent/attorney-in-fact to alter testamentary documents?

I can't speak specifically to California, but, generally, the power to change the principal's testamentary intentions requires specific authorization in the POA document.
