While it would be nice to know why you want to post a photo and photo license, and whose photo and photo license you want to post, the reasons are probably not that important. Photo license information is covered by privacy laws and not IP laws.

You can go to the following Electronic Privacy Information Center (EPIC) website for information on the Drivers Privacy Protection Act (DPPA) and what it covers:
