Question about statute of limitations

What is the name of your state? New Jersey

My fiance took a plea for 14 months on January 07, 2005. These charges dated back to 1997 and 1999. Never did my fiance prolong his case for so long, it was the prosecutors and the judge. My fiance moved to Pa right after these charges occured. He had no prior convictions, and has not had any new ones since the old ones. My question is, how could they prolong this case for so long? Didn't the statute of limitations run out?
