Question about video clips

I want to make a September 11 tribute movie for school. I want to take video and sound clips from September 11 and the days after and string them together in a creative way to honor the people that died that day.

What I am wondering is if you can legally take clips from CNN and other places like that and edit them. Is there a length limit that you can use like 10 sec from a 30 sec clip or something like that? Or do I have to get permission from CNN and other places to use any of their clips (which probably would be just about impossible with a huge company like that)?

I have searched around the internet a little bit and I haven’t been able to find anything. Does anyone have any ideas or do you know of any Sept. 11 video or audio clips that aren’t copyrighted?
