Question in regards to utilities in LL name

What is the name of your state (only U.S. law)? PA

I've been living in my house for about 1.5 years now. The water/sewage, trash and gas are in my LL's name. He does require me to pay for them however he doesn't tell me how much the bill is, leaving me to guess. I've asked him numerous times for copies or at least some type of statement to tell me how much i owe him. He hasn't sent me anything stating how much for approximately a year. The past 2 months I've basically said screw it, I've tried in good faith to get the amount owed from him to no avail so I haven't sent him any monies for those utilities above. Maybe not morally right, but I honestly have no idea if I'm over paid or what. Yesterday he text'ed me in regards to the utilities but again gave me no dollar amount owed. What are my legal rights here?

So how much have you been sending him? Does the lease simple say $X for each? If so, then that's how much you pay. Some months it may cost him more, some less. If there is no mention, how do you decide what to send? If nothing's listed for the amount, don't send anything until the lease can be amended to state an amount.

the lease has no set amount. i've been sending him around $200 a month to cover (which is just a guesstimate)them, with the exception of march where i sent him over a grand because of it being winter, and i had found out my ex husband hadn't paid them in 3 months.

Either learn how to read your water and gas meters monthly and call those utilitys monthly and ask them to help you figure out the use so you know exactly what the amounts are , OR force the LL to begin to evict you for not paying the utilitys and bring into court ALL your reciepts with the lease and ask for the LL to produce copys of the bills. Either way its messed up!
