I live in Oregon. My question is, is it illegal for one Minor to have a conversation with another Minor, over an internet medium such as Facebook, regarding sexual acts? I know that Measure 11 in the state of Oregon has a mandate on Child Pornography which is:

163.670 Using child in display of sexually explicit conduct.

(1) A person commits the crime of using a child in a display of sexually explicit conduct if the person employs, authorizes, permits, compels or induces a child to participate or engage in sexually explicit conduct for any person to observe or to record in a photograph, motion picture, video tape or other visual recording.

(2) Using a child in a display of sexually explicit conduct is a Class A felony.

Now, here's where I'm confused. If both subjects are Minors, and the conversation is not replicated, photographed, recorded whatsoever, then is it a measure 11 offense? Or even an offense at all? What is the name of your state (only U.S. law)? What is the name of your state (only U.S. law)? What is the name of your state (only U.S. law)?
