My employer called a mandatory meeting for all employees, but said we were not allowed to clock in. Isn't there a law against that?

That depends on whether you're exempt or non-exempt. If you are exempt, you're out of luck. If you're non-exempt, then yes, you must be paid for a meeting if it is truly mandatory.
