What is the name of your state (only U.S. law)? New York

History: I live on sm. island, which has it's own "Private Utility Co."

We pay monthly bill according to useage.

When they wish to redo their own building...isn't that suppose to come out of profits???
Are they allowed to decide to send a separate bill requesting an additional fee, completely separate from monthly bill, and put into escrow for their repairs???

A lot of these "private utility companies" are really cooperatives. If that is the case, you became a member. Check your contract terms to see if that is the case.
